The Electricity Grid Development Plan Explained
The Electricity Grid Development Plan (NEP) is the central planning tool for the expansion of Germany’s extra-high-voltage grid. It is prepared by the four transmission system operators (TSOs)—50Hertz, Amprion, TenneT, and TransnetBW—and reviewed and approved by the Federal Network Agency (BNetzA). The goal is to determine future demand for electricity transmission infrastructure and to define measures for optimizing, reinforcing, and expanding the grid in order to ensure a secure, efficient, and climate-neutral energy supply.
Planning Process and Scenarios
The NEP is developed through a multi-stage process:
- Scenario Framework: The TSOs develop various scenarios that reflect different trends in electricity generation, consumption, and technological progress. These scenarios are approved by the BNetzA.
- Grid Development Plan: Based on the approved scenario framework, the TSOs prepare the NEP, which contains specific measures for grid expansion.
- Public Consultation: The draft NEP is published and opened for public discussion.
- Approval: After evaluating the results of the consultation, the BNetzA approves the final Grid Development Plan.
Current Status: NEP 2023–2037/2045
The currently approved NEP 2023–2037/2045 provides for extensive measures:
- Construction of approximately 4,800 km of transmission lines: To integrate renewable energy and ensure security of supply.
- Upgrading of existing transmission lines over approximately 2,500 km: To increase transmission capacity.
- Five new high-voltage direct current (HVDC) transmission lines: Each with a capacity of 2 GW for efficient long-distance power transmission.
Challenges and Investment Needs
Implementing the NEP requires substantial investments. According to the Federal Audit Office and the Federal Network Agency (BNetzA), the costs for grid expansion through 2045 amount to over 460 billion euros. These investments are necessary to achieve climate targets and ensure security of supply.
