- The MsbG defines obligations, deadlines, and the rollout sequence for gMSB and wMSB. Installation is mandatory for accounts with annual consumption of 6,000 kWh or more, or for EEG-compliant systems exceeding 7 kW.

Who is required to install smart metering systems?
Under the MsbG, primary metering point operators (gMSB) are required to install smart metering systems for end users with an annual consumption exceeding 6,000 kWh, as well as for generation facilities with an installed capacity of 7 kWp or more. In addition, systems falling under Section 14a of the Energy Industry Act (EnWG) (e.g., heat pumps, wall boxes) are also to be gradually included.
Furthermore, newly installed, controllable consumption devices (heat pumps, wallboxes, storage units) with a capacity exceeding 4.2 kW must also be included under Section 14a of the EnWG.
What is a gateway administrator (GWA), and do I need an external service provider?
The GWA manages the technical aspects of the smart meter gateway—it manages certificates, installs firmware updates, and communicates with market participants. You can handle this task internally or outsource it. Many small and medium-sized grid operators opt for external GWA operation because the BSI requirements demand significant IT security expertise and 24/7 availability. How does smart metering relate to § 14a control of heat pumps and charging stations?
Section 14a of the German Energy Act (EnWG) requires grid operators to be able to dim controllable consumer devices in the low-voltage grid during grid congestion. The CLS (Controllable Local Systems) channel used for this purpose runs via the SMGW. A fully functional GWA is therefore the technical prerequisite for meeting this requirement at all. In addition, it is a metrological requirement for recording the reduction in grid charges.
How long does a typical rollout process take?
That depends heavily on the size of your meter fleet, the availability of installation contractors, and the maturity of your IT systems. For smaller service areas with a few thousand meter points, timeframes of 12 to 24 months are realistic—provided that preparation and system integration proceed in parallel.
